One-Year Contract, Full-Time Investigative Team 4 – Green Timbers Location Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to assess criminal intelligence and investigative data, and provide tactical and strategic support to CFSEU-BC’s Investigative Team 4. Reporting to the Criminal Intelligence Analyst Supervisor and Team Sergeant, and under the mentorship and guidance of a Senior Criminal Intelligence Analyst, this position will be responsible for: • Conducting tactical analysis in support of investigations including transmission detail record and tracker analysis, GPS device data analysis, electronic communications device analysis, link association charts, event and evidentiary timelines, and other related analytical products for court purposes • Researching, evaluating, interpreting, and analyzing investigative information and intelligence data to identify criminal targets, trends, and patterns for the purposes of advancing intelligence probes and investigations • Preparing written reports and intelligence briefs to inform and provide strategic recommendations to stakeholders and decision makers • Communicating and delivering presentations and oral briefings on investigative/analytical findings to analysts, investigative personnel, and managers as directed • Establishing and maintaining effective working relationships with internal and external police and law enforcement-adjacent partners for the purposes of identifying criminal trends, conducting intelligence analysis, sharing and exchanging intelligence and information, and collaborating on joint projects • Participating in presentations, meetings, and analytical working groups as a criminal intelligence resource • Maintaining knowledge of new developments in analytical methodology, techniques, technology, evolving criminal trends, and the provincial gang and organized crime landscape to support intelligence assessments and operational priorities We are looking for a strong team player with a great attitude and the following qualifications: • Completion of a Bachelor’s Degree from a recognized university with specialization in social sciences, or in a field related to the position. Note: the specialization may also be obtained through a combination of education, training, and/or experience. Completion of a specialty analytic training program or certification is an asset • Work or academic experience researching, analyzing information, and preparing written reports • Experience working in a police environment is an asset • Experience producing and presenting material to decision makers • Minimum 3 years’ experience working with computers and office technology including Microsoft Word, Excel, Power Point, Outlook, and Adobe Acrobat • Experience using police databases and analytical software programs including PRIME, CPIC, i2 Analyst Notebook, iBase, CAST, or specialized mapping software • Strong organizational skills with the ability to manage multiple tasks under pressure and time constraints • Strong interpersonal and teamwork skills • Ability to successfully complete the RCMP Criminal Intelligence Analyst (EC-04) entry examination • Ability to travel throughout the Lower Mainland to attend off-site meetings, and to travel domestically and internationally, as required • Ability to work flexible hours or overtime on short notice is required • Ability to obtain and maintain an RCMP Top-Secret security clearance. Canadian citizenship is required. An active RCMP clearance would be an asset. Annual Salary: $86,248.50 - $89,680.50 - $93,112.50 - $96,525.00 - $99,957.00 This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025. This position requires in-office attendance. Senior Data Analyst Permanent, Full-Time Corporate Analytics Group (CAG) - Green Timbers Location Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to provide performance measures and reporting to senior management and key stakeholders, in support of CFSEU-BC’s Strategic Plan.   Reporting to the Manager, Corporate Analytics Group, this position will be responsible for:
  • Leading the planning and execution of strategic and operational data analysis in support of performance metrics, executive reporting and organizational priorities
  • Producing high-quality reports, dashboards, business cases, and analytical products for executive level police and non-police audiences (Board of Governance, Ministry of Public Safety and Solicitor General, RCMP – Criminal Operations)
  • Leading organizational data quality and governance practices by conducting audits, identifying gaps, and implementing improvements to ensure the accuracy, completeness, and integrity of all datasets
  • Supervising and mentoring a Data Analyst by planning, assigning and reviewing work, providing training and technical guidance, and conducting performance evaluations
  • Leading the analytical contributions to cross-functional projects by setting priorities, developing work plans, recommending methodologies; and coordinating resources to support timely, high-quality outcomes
  • Presenting findings and strategic recommendations to senior leadership and cross-functional teams, translating complex data into clear, actionable insights to support decision-making
  • Optimizing use of analytics tools and platforms, supporting automation, visualization, and improved data accessibility across the organization
  • Driving continuous improvement in data processes and governance by identifying opportunities for enhancement and supporting the adoption of new practices across the organization
  • Accessing and integrating data from multiple sources, evaluating collection methods, validating statistical assumptions, and resolving data quality issues to ensure analytical readiness
  • Identifying patterns, drivers, and emerging trends through data analysis and environmental scanning; synthesizing findings; administering surveys and facilitating focus groups as assigned; and contributing to process improvement initiatives
  • Conducting advanced analysis to identify trends, risks, and opportunities that inform strategic planning and operational decision-making within assigned business line(s)
  • Reviewing, assessing and vetting data for privacy and disclosure risks prior to external release, in coordination with the Manager, Corporate Analytics Group
  • Collaborating with management and internal clients to assess complex analytical needs, recommending service options, and defining the scope, methodology, and delivery of analytical projects within assigned business line(s)
  • Providing subject matter expertise in analytics through internal consultations and training sessions to strengthen data literacy and support informed decision-making across the organization
  • Building and maintaining relationships with senior staff, external stakeholders, as well as partner agencies to advance analytical priorities in areas of responsibility
  • Building and maintaining professional relationships with internal and external data experts to share knowledge, align on best practices and support evolving organizational data needs
  • Representing the analytics function in senior meetings, working groups, and committees
  • Ensuring ethical use and interpretation of data, maintaining confidentiality and integrity in the handling of sensitive or high-risk information
  • Acting in the absence of the Manager, Corporate Analytics Group when assigned
  • Other senior analytical duties, as assigned
  We are looking for a strong team player with a great attitude and the following qualifications:
  • Completion of a Master's degree in a related field (i.e. Criminology, Business, Computer Science, etc.) OR a combination of a bachelor's degree and a minimum of 7 years of experience in data analysis may be considered
  • Minimum 5 years of related experience, preferably in public safety, policing, or government setting
  • Extensive experience analyzing data and preparing executive-level reports, visualizations and presentations
  • Significant experience in analytical and visualization tools (e.g. Excel, i2, iBase, Adobe, SPSS, SAS, Tableau, Power BI) and related coding languages (e.g. SQL, Python)
  • Intermediate experience using Adobe, Microsoft Word, Outlook, Excel and PowerPoint
  • Experience in providing team leadership or supervision
  • Experience in presenting to senior leadership
  • Experience with police or justice databases would be an asset
  • Advanced knowledge of qualitative and quantitative analytical methods, data visualization, and report writing
  • Strong understanding of data quality assurance, governance, and multi-source data integration
  • Familiarity with data governance, privacy, and disclosure frameworks
  • Knowledge of the Canadian criminal justice system, including disclosure rules, case law, and investigative processes would be considered an asset
  • Knowledge of the organized crime and gang landscape in British Columbia would be an asset
  • Excellent verbal and written communication skills
  • Strong project and time management skills
  • Attention to detail and accuracy
  • Advanced proficiency in handling large datasets, conducting advanced analysis, and using analytics tools effectively
  • Strong analytical, report writing, and data visualization skills
  • Ability to prioritize and deliver in a high-pressure, fast-paced environment
  • Ability to work effectively in a team environment
  • Proven ability to synthesize complex data into clear, actionable insights for executive and non-technical audiences
  • Demonstrated ability to work independently and collaboratively across diverse teams and stakeholders
  • Ability to obtain and maintain a RCMP security clearance. Candidates with an active RCMP clearance would be an asset.
  Annual Salary: $94,575.00 - $98,338.50 - $ 102,082.50- $105,865.50 - $109,629.00 This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025. This position requires in-office attendance.
