Criminal Records Review Unit (CRRU) Manager

Criminal Records Review Unit (CRRU) – Victoria Location

Working within the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a self-motivated leader to manage the CRRU and ensure that provincial legislative requirements are met.

Reporting to the Staff Sergeant – GIET and CRRU, this position will be responsible for:

  • Providing management and oversight to the CRRU which includes performance assessments, ensuring the team is adequately resourced and required training is completed
  • Ensuring CRRU complies with the service level and information sharing in accordance with the MOU between the Policing and Security Branch (PSB), RCMP and OCABC for the Security Programs Division (SPD)
  • Ensuring that CRRU checks of law enforcement databases are in support and within scope of regulatory and non-regulatory programs in the SPD
  • Overseeing the completion of law enforcement database checks while ensuring adherence to the Police Information Check (PIC) Guidelines and that workflow paths are compliant with the standards of service. Checks include PIC, PIC with Vulnerable Sector Screening (PIC-VS), and PIC including non-conviction information (PIC-NCI)
  • Establishing and maintaining SOP’s for CRRU that evolve as systems and procedures change
  • Collaborating with the Staff Sergeant – GIET and CRRU, and SPD to review, research and create/revise policy to assess and improve the efficacy and success of services and processes
  • Liaising with provincial law enforcement agencies and SPD regularly to ensure the development of efficiencies and continue to maintain a positive working relationship
  • Providing monthly reports to SPD which include the volume of open/incomplete files by program area and ensure compliance with the privacy breach reporting
  • Managing and resolving any operational issues with participating partners in accordance with the MOU
  • Preparing and reporting the Financial Budget to the OCABC Director of Finance
  • Preparing and maintaining an annual Business Continuity Plan
  • Other duties, as required

 

We are looking for a strong team player with a positive attitude and the following qualifications:

  • Post-secondary diploma or degree in a related field (i.e. Public or Business Administration or equivalent) OR a combination of education and related experience would be an asset.
  • Minimum 8 years of investigative experience
  • Minimum 3 years of supervisory experience within the last 5 years
  • Proven recent leadership and experience building rapport and working effectively within an integrated police environment and working collaboratively with diverse agencies
  • Extensive experience in the area of proper disclosure
  • Knowledge of disclosure and information sharing best practices
  • Knowledge of BC Provincial Statutes
  • Knowledge of the Criminal Records Review Act, the Criminal Records Act, the Security Services Act, the Youth Criminal Justice Act (Canada), the Criminal Code, and working knowledge of the Freedom of Information and Privacy Act
  • Strong working knowledge of the British Columbia Guideline for Police Information Checks (BC-PIC) and information sharing
  • Strong data mining skills using multiple police databases
  • Ability to communicate effectively both orally and in writing
  • Sound judgement, integrity, dependability, and confidentiality
  • Ability to obtain and maintain a RCMP security clearance. An active RCMP clearance would be an asset

 

Annual Salary:
$100,503.00 – $106,002.00 – $111,520.50 – $117,019.50 – $122,499.00

This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025.
