Corporate Analytics Group (CAG) – Green Timbers Location
Working within the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to provide the strategic leadership of the Corporate Analytics Group (CAG) for the collection, analysis and reporting of CFSEU-BC’s corporate performance, performance measurement and enterprise risk management programs.
Reporting to the Inspector, Executive Services, this position will be responsible for:
•Leading corporate reporting and analytics supporting the strategic plan and the Chief Officer’s initiatives
•Developing and interpreting performance indicators to assess outcomes, trends and impact
•Preparing, reviewing and editing high-quality business cases, reports, and presentations for executive and governance audiences
•Presenting findings to executives, ensuring accuracy, clarity, and alignment with governance and reporting standards
•Delivering actionable insights to enhance strategic decision-making and organizational performance
•Reviewing submissions to the CFSEU-BC/OCABC Board of Governance and the province’s Policing and Security Branch
•Designing and administering organizational surveys and focus groups, including the biannual workplace wellness survey; analyzing results and preparing reports with findings and recommendations aligned with the strategic plan
•Providing advice and guidance to improve reporting processes, quality standards, and performance measurement practices across CFSEU-BC
•Overseeing data storytelling and analytical framing to ensure clarity, accuracy, and alignment with governance expectations
•Overseeing the design, development, and continuous improvement of analytics tools, dashboards, and reporting systems
•Establishing quality assurance standards for all analytical products and reviewing outputs produced by Senior Data Analysts and Data Analysts
•Maintaining enterprise-wide data integrity, accuracy, and consistency across reporting systems
•Setting analytical priorities, methodologies, and technical direction for the CAG team
•Collaborating with operational and support units to measure progress toward strategic goals and support evidence-based practices
•Providing leadership to a team of four analysts (Senior Data Analysts and Data Analysts), including workload management, performance monitoring, coaching and mentorship
•Assigning analytical projects and determining priorities, ensuring alignment with organizational expectations and strategic priorities
•Fostering a collaborative, high performing, and inclusive team culture aligned with CFSEU-BC’s values
•Overseeing staff development, technical capability building, and succession planning for analytical roles
•Providing subject matter expertise and guidance in the development and implementation of CFSEU-BC’s Enterprise Risk Management (ERM) framework
•Leading identification, assessment, and monitoring of organizational risks and mitigation strategies.
•Overseeing the development of enterprise risk registers, templates and risk reporting tools
•Supporting integration of ERM principles into CFSEU-BC’s planning, evaluation and reporting processes
•Overseeing the adherence to data governance frameworks and ensuring consistent application across analytical staff
•Ensuring compliance with provincial and organizational reporting standards, including governance, privacy, and disclosure requirements
•Promoting transparency and accountability through accurate, timely, and professional reporting
•Participating in annual budget planning for the Corporate Analytics Group with the Inspector, Executive Services, by contributing to budget submissions aligned with strategic priorities
•Managing procurement activities for the Corporate Analytics Group, including defining requirements and preparing procurement documentation
•Ensuring all procurement activities comply with CFSEU-BC policies and delegated financial signing authorities
•Other related duties, as assigned
We are looking for a strong team player with a great attitude and the following qualifications:
•Completion of a Master’s degree in a related field (i.e. Criminology, Business, Computer Science, etc.) OR a combination of a bachelor’s degree and a minimum of 10 years of experience in data analysis may be considered
•Minimum 8 years of related experience, experience in public safety, policing or a government environment would be an asset
•Minimum 4 years of experience in providing leadership or supervision of analytical staff
•Experience advising senior executives or governance bodies on organizational performance, risk management, or strategic planning initiatives
•Experience developing and managing enterprise risk registers, risk reporting, and mitigation tracking
•Significant experience in analytical and visualization tools (e.g. Excel, iBase, SPSS, Tableau, Power BI)
•Experience in writing strategic reports, business cases, and briefing materials for executive and government audience
•Experience leading multi-disciplinary analytical teams
•Experience in presenting to senior leadership
•Intermediate experience using Adobe, Microsoft Word, Outlook, Excel and PowerPoint
•Extensive knowledge of performance measurement, strategic planning and ERM frameworks
•Knowledge of public sector governance, performance accountability and provincial reporting standards would be an asset
•Exceptional writing, editing, and executive level communication skills
•Strong leadership, mentorship, and team building skills, with the ability to foster a collaborative, high performing, and inclusive team culture
•Advanced analytical and critical thinking skills
•Demonstrated ability to interpret complex data and translate findings into strategic and risk management insights
•Demonstrated ability to manage competing priorities in a high tempo, confidential and politically sensitive environment
•Ability to obtain and maintain a RCMP security clearance. An active RCMP clearance would be an asset.
Annual Salary: $113,353.50 – $119,554.50- $125,755.50 – $131,956.50 – $138,157.50
This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025.
This position requires in-office attendance.
A pool of candidates may be established to staff additional positions in the future.
