A significant, multi-year investigation by the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) into an organized drug trafficking network involving members of the Hells Angels Motorcycle Club Nanaimo Chapter has resulted in Randall “Randy” James Morley King pleading guilty to several serious offences, including trafficking cocaine for the benefit of, at the direction of, or in association with a criminal organization.

In January 2021, CFSEU-BC’s Island District began a complex investigation into an organized drug trafficking network operating on Vancouver Island. Over the course of approximately one year, investigators gathered significant evidence related to the activities of individuals associated with the Hells Angels Nanaimo Chapter (see previous media release 2022-01-17).

Following the investigation, charges were laid against a number of individuals and the matter proceeded through the courts. The investigation culminated in the arrests and charges against six individuals (see previous media release 2023-12-11):

  1. Jeffery Scott Pasanen
  2. Randall James Morley King
  3. Johnathan Erin Clifford
  4. Rhys Tyler Vernon Bolton
  5. Shawna Lynne Leblanc
  6. Peter Bruce Billie

Investigators seized approximately 3.5 kilograms of cocaine, $160,000 in cash, several firearms, and Hells Angels paraphernalia during the investigation.

Three of the six accused (Rhys Tyler Vernon Bolton, Shawna Lynne Leblanc, and Peter Bruce Billie) have since entered guilty pleas and been sentenced for offences related to drug trafficking and conspiracy to traffic.

On August 10, 2026, a senior member of the Hells Angels Jeffery Pasanen who was accused in this investigation and alleged to have been an organizer of the drug trafficking network died while the court proceedings were ongoing.

On September 14, 2026, Randall “Randy” James Morley King pleaded guilty to:

  • Trafficking cocaine for the benefit of, at the direction of, or in association with a criminal organization;
  • Conspiracy to traffic cocaine; and
  • Two counts of trafficking cocaine.

King will be sentenced at a later date.

Jonathan Erin Clifford remain before court still at trial.

The guilty plea to the criminal organization offence marks a significant outcome for CFSEU-BC’s Island District and follows years of investigative and court-related work by the investigative team, in collaboration with the Public Prosecution Service of Canada (PPSC).

“This is a significant result for CFSEU-BC and reflects the relentless work and determination of our Island District investigators,” said Superintendent Ryan Element Acting Chief of CFSEU-BC. “This team spent years pursuing this investigation, from gathering evidence and making arrests to supporting a lengthy and complex court process. Their commitment never wavered. Organized crime investigations of this magnitude are complex, resource-intensive and can take years to move through the justice system. This guilty plea to trafficking cocaine for the benefit of, at the direction of, or in association with a criminal organization is an important outcome and demonstrates our commitment to targeting individuals operating at the highest levels of organized crime and holding them accountable.”
