Two Charged in Joint Illegal Gaming Fraud Investigation

The Combined Forces Special Enforcement Unit of British Columbia’s (CFSEU-BC) Joint Illegal Gaming Investigation Team (JIGIT), working in partnership with the Gaming Policy Enforcement Branch (GPEB), has secured fraud charges against two individuals in connection with an alleged scheme that occurred at casinos in the Lower Mainland earlier this year.

In April 2025, JIGIT investigators began a joint investigation into reports that fraudulent transactions had taken place at multiple casino locations. Investigators learned that over a two-week period between mid-March and early April 2025, approximately $45,000 had been fraudulently obtained. One of the suspects was employed at a casino in New Westminster at the time.

On July 23, 2025, JIGIT investigators, with support from CFSEU-BC, the New Westminster Police Department, and the White Rock RCMP, identified and safely arrested both suspects. One individual was arrested in New Westminster and the second in Surrey.

On November 12, 2025, investigators obtained charge approval from the BC Prosecution Service, and unendorsed warrants were issued for both accused.

50-year old Yu Ju (Jessica) Lu of White Rock and 39-year old Inderjit Singh of New Westminster have each been charged with one count of Fraud Over $5,000, contrary to Section 380(1)(a) of the Criminal Code.

On November 13, 2025, Inderjit Singh turned himself in to police. On November 14, 2025, Yu Ju (Jessica) Lu also turned herself in. Both were released on conditions and provided a future court appearance date.
