- Participating in the daily operations of the BCWSU section, and managing the administrative work for the unit, allocating tasks to the Finance Administrator, as required
- Preparing reports, business cases, and funding applications to enhance and promote program operations
- Managing a comprehensive internal database for BCWSU, ensuring accurate data collection and providing statistical analysis as required on file trends and demographics to Line Officer and provincial government.
- Developing SOP’s that fit within Legislative requirements and presenting to the Line Officer for review. Overseeing implementation to the team.
- Developing and maintaining the filing system including disposing, archiving and retrieving files
- Assisting the Line Officer with scheduling, travel arrangements, meetings and other administrative duties, as required
- Completion of a two-year diploma or certificate in Business Administration, or related field. An equivalent combination of education and experience will be considered.
- Minimum 4-6 years of relevant experience, preferably in a first responder environment
- Experience with various police databases such as PRIME would be an asset
- Experience/involvement in major criminal investigations
- Experience in handling, analyzing and extracting pertinent and protective and sensitive information
- Experience writing reports for and providing assistance to Senior Management would be an asset
- Understanding and familiarity with the concept and requirements of the Reports to Crown Counsel
- Understanding of complex investigations involving Disclosure and liaising with the Department of Justice
- Strong understanding of accounting
- Excellent written and verbal communication skills
- Solid organizational skills with particular emphasis on attention to detail
- Intermediate knowledge of Microsoft Word, Excel, Outlook and Adobe
- Excellent interpersonal and teamwork skills with the ability to work with minimal supervision
- Experience in RO580 funds management and financial processes is an asset

Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to lead in the development and revision of the CFSEU-BC and the OCABC policies and procedures.
Reporting to the Director, Executive Services, this position will be responsible for:
- Reviewing current policies to identify gaps, inefficiencies and inconsistencies in the existing policy framework and proposing suggestions for improvement
- Leading the creation of new policies and SOP’s from conception to approval
- Conducting needs assessment to identify areas where new policies or updates are required
- Regularly reviewing and updating existing policies and procedures to ensure they remain current and effective. Reviewing documents in response to changes in legislation, regulations, organizational strategy, or operational feedback
- Verifying that all policies comply with British Columbia provincial laws, Canadian federal legislation and applicable regulations. Working with legal advisors as needed to ensure policies meet policing standards and any regulatory requirements specific to the law enforcement sector
- Ensuring policies are aligned with industry standards and best practices in policing. Confirming that policy provisions respect the terms of collective agreements and internal policies, avoiding any conflicts with union agreements or existing organizational guidelines
- Monitoring policy impacts and providing recommendations for continuous improvement
- Conducting research on emerging trends, court decisions and best practices in law enforcement and public safety. Analyzing how other policing organizations address similar policy issues. Using this research to inform policy content and to recommend improvements or new policy approaches
- Collaborating with internal and external stakeholders during the policy development process to gather input and ensure policies are practical and comprehensive. Incorporating feedback while balancing legal requirements and operational needs
- Participating on the Provincial Law Enforcement Policy Working Group. Monitoring changes that impact policing policies and recommending necessary changes
- Drafting clear, well-structured policy documents and SOP’s that are easily understood by all staff. Preparing supporting materials such as executive summaries, briefing notes, or presentations to explain and justify policy recommendations to senior leadership
- Assisting in communicating approved policies to staff and answering clarifying questions regarding the policy content
- Establishing a regular review cycle for policies and maintaining an organized repository of current policy documents
- Monitoring developments in law, policing standards, and organizational priorities to proactively identify necessary policy updates
- Recommending and implementing improvements to the policy development process for greater efficiency and effectiveness
- Identifying, developing or procuring and implementing an effective system that tracks policy changes
- Informing employees of policy updates and ensure policies are accessible
- Other related duties as assigned
We are looking for a strong team player with a great attitude, and the following qualifications:
- Completion of a Bachelor’s degree in public policy, law, criminology, public administration, or a related field
- Minimum 5 years of related experience in policy development, policy analysis, or legislative writing, preferably in a government, law enforcement, or public sector environment
- Demonstrated experience drafting and editing official policies or SOP documents
- Intermediate experience using Adobe, Microsoft Word, Outlook, Excel and PowerPoint
- Experience with using policy systems such as Confluence, PowerDMS or PolicyTech
- Experience in analyzing complex information, interpreting results, and preparing executive-level reports and presenting findings to senior officials
- Experience working in or with unionized environments and an understanding of how collective bargaining agreements impact organizational policy would be an asset
- Experience in project management or leading cross-functional initiatives to ensure timely completion of policy reviews and updates would be an asset
- In depth knowledge of British Columbia provincial laws and Canadian federal laws relevant to policing and public safety would be an asset
- Familiarity with law enforcement regulations and standards (such as the BC Police Act, policing standards, and criminal justice legislation) would be an asset Excellent written communication skills
- Effective verbal communication and interpersonal skills to facilitate discussions, present policy recommendations to leadership, and liaise with stakeholders at all levels
- Strong critical thinking skills to address complex policy issues and find solutions that satisfy legal requirements, operational practicalities, and stakeholder expectations

This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025.

Reporting to the CRRU Manager this position will be responsible for:
- Providing leadership, guidance, general direction and feedback to employees and provide annual assessments
- Conducting orientation and ensuring that employees are fully trained
- Working in conjunction with the CRRU Manager to oversee all operational and administrative aspects of the unit
- In conjunction with the other Team Coordinator, overseeing investigative reporting in the CRRU database and conducting quality assurance reviews on background materials, correspondence, project documents, reports, written procedures and various other materials
- Developing, coordinating and delivering training material for a variety of police systems and performing audits to ensure accuracy of information and compliance of policies, procedures and best practices when using PRIME, CPIC, PIP, etc.
- Ensuring employees maintain accurate notes and records while conducting background investigations and ensure they are effective and in compliance with policies, legislation and regulations
- Reviewing detailed investigative reports within the CRRU database and working closely with the Information Officers to assess the recommendations to provincial clients regarding risk of suitability

- Representing CRRU in meetings with stakeholders and develops stakeholder relationships
- Overseeing the development of internal processes and procedures for CRRU to ensure proper alignment with RCMP policy, PRIME and CPIC guidelines and the Privacy Act
- Leading and directing initiatives to improve the efficiency and effectiveness of processes, procedures and systems used by CRRU
- Collating information to accurately report all duties conducted by CRRU on a monthly basis
- Managing sensitive and potentially contentious issues and escalate where appropriate
- Other related duties as directed by management
- Post-secondary diploma or degree in a related field (i.e. Public or Business Administration or equivalent) OR a combination of education and related experience may be considered
- A minimum 5 years of investigative experience as a sworn police officer working within a law enforcement environment
- Working experience data mining CPIC, PRIME, PIRS, PROS and other law enforcement databases
- Strong supervisory/management experience in a team environment
- Experience building rapport, managing effectively within a police environment and working collaboratively with diverse agencies
- Knowledge of the Criminal Records Review Act, the Criminal Records Act, the Security Services Act, Youth Criminal Justice Act (Canada), the Criminal Code, and working knowledge of the Freedom of Information and Privacy Act
- Strong working knowledge of the British Columbia Guideline for Police Information Checks (PIC) and information sharing
- Intermediate knowledge of Microsoft Word, Excel and Outlook
