Criminal Record Review Unit (CRRU) – Victoria Region

Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to lead a team of Information Officers within the CRRU.

Reporting to the CRRU Manager this position will be responsible for:

  • Providing leadership, guidance, general direction and feedback to employees and provide annual assessments
  • Conducting orientation and ensuring that employees are fully trained
  • Working in conjunction with the CRRU Manager to oversee all operational and administrative aspects of the unit
  • In conjunction with the other Team Coordinator, overseeing investigative reporting in the CRRU database and conducting quality assurance reviews on background materials, correspondence, project documents, reports, written procedures and various other materials
  • Developing, coordinating and delivering training material for a variety of police systems and performing audits to ensure accuracy of information and compliance of policies, procedures and best practices when using PRIME, CPIC, PIP, etc.
  • Ensuring employees maintain accurate notes and records while conducting background investigations and ensure they are effective and in compliance with policies, legislation and regulations
  • Reviewing detailed investigative reports within the CRRU database and working closely with the Information Officers to assess the recommendations to provincial clients regarding risk of suitability
  • Liaising with provincial law enforcement agencies to obtain sensitive criminal information and assist with data flow between CRRU and the provincial partners
  • Representing CRRU in meetings with stakeholders and develops stakeholder relationships
  • Overseeing the development of internal processes and procedures for CRRU to ensure proper alignment with RCMP policy, PRIME and CPIC guidelines and the Privacy Act
  • Leading and directing initiatives to improve the efficiency and effectiveness of processes, procedures and systems used by CRRU
  • Collating information to accurately report all duties conducted by CRRU on a monthly basis
  • Managing sensitive and potentially contentious issues and escalate where appropriate
  • Other related duties as directed by management
We are looking for a strong team player with a great attitude, and the following qualifications:
  • Post-secondary diploma or degree in a related field (i.e. Public or Business Administration or equivalent) OR a combination of education and related experience may be considered
  • A minimum 5 years of investigative experience as a sworn police officer working within a law enforcement environment
  • Working experience data mining CPIC, PRIME, PIRS, PROS and other law enforcement databases
  • Strong supervisory/management experience in a team environment
  • Experience building rapport, managing effectively within a police environment and working collaboratively with diverse agencies
  • Knowledge of the Criminal Records Review Act, the Criminal Records Act, the Security Services Act, Youth Criminal Justice Act (Canada), the Criminal Code, and working knowledge of the Freedom of Information and Privacy Act
  • Strong working knowledge of the British Columbia Guideline for Police Information Checks (PIC) and information sharing
  • Intermediate knowledge of Microsoft Word, Excel and Outlook
  • Intermediate knowledge of Adobe Acrobat
  • Accuracy and attention to detail
  • Strong organizational skills with the ability to respond to changing priorities and manage multiple tasks concurrently with shifting deadlines
  • Strong interpersonal skills with the ability to work independently and/or within a team, in a high-pressure environment
  • Demonstrated ability to maintain confidentiality, tact and diplomacy
  • Demonstrated sound judgement, integrity and dependability
  • Ability to communicate effectively both orally and in writing
  • Ability to apply critical thinking skills to accurately summarize and collate relevant information gathered through multiple police databases
  • Ability to evaluate collated information against set criteria and/or interpretation of Acts, Legislations and/or Policies
  • Ability to establish and maintain effective working relationships with internal and external contacts
  • Ability to adapt to and work effectively within a variety of diverse situations and with diverse individuals or groups
  • Ability to obtain and maintain a RCMP enhanced reliability security clearance. Candidates with an active RCMP clearance would be an asset.

Annual Salary: $86,248.50 - $89,680.50 - $93,112.50 - $96,525.00 - $99,957.00

This is a civilian unionized position with CUPE 718, working 37.50 hours per week. Rates negotiated in the new collective agreement with CUPE 718 will be applied to the current annual salary effective April 1, 2025.

A pool of candidates may be established to staff additional positions in the future.

Reporting to the Finance Manager, this position will be responsible for: • Supporting overall accounting and financial reporting procedures and operations • Verifying coding and documentation from departments for completeness and accuracy • Providing guidance and support to the Finance Administrator, and as delegating/prioritizing work, as needed • Assisting the Finance Manager and Director of Finance in the preparation of internal and external monthly, quarterly and annual financial reporting • Providing advice, analysis and financial services to ensure the efficient and effective use of organizational resources • Assisting in the budgeting and forecasting process • Maintaining and enforcing a documented system of accounting policies and procedures • Reviewing, monitoring and recommending on the financial component of all business proposals and new projects • Responsible for all internal and external cost recoveries/accounts receivable • Assisting the Finance Manager and Director of Finance in preparing budgets and forecasts for all of the CFSEU-BC and the OCABC • Providing support to the Finance Manager and Director of Finance in all aspects of analyzing, reporting and decision making, with access to confidential information • Assisting with accounts payable duties including coding, processing and inputting cheque requisitions and expense reports, as well as processing 1393 expense forms • Acting for the Finance Manager, as needed • Other related duties, as required We are looking for a strong team player with a great attitude, and the following qualifications: • Completion of a two-year diploma or certificate, OR an equivalent of combined education and related experience would be considered. • Minimum five-years’ experience in finance/accounting related position(s) • Extensive working knowledge of various accounting processes, and ability to make sound financial and business decisions • Experience with internal or external cost recovery methodology, formulation and processes • Experience extracting financial information to analyze, interpret and prepare financial reports • Experience in financial resource management, including consolidating, analyzing and providing advice to management • Experience working with computerized financial systems, including SAP Team for financial transactions, budgetary controls, and financial analysis • Experience using Microsoft Excel at an advanced level, using complex formulas and creating pivot tables • Ability to develop and implement financial policies and procedures, year-end audit processes, budgeting and reporting • Ability to communicate effectively orally and in writing • Demonstrated decision making problem solving and analytical skills • Experience in public administration or local government would be an asset • Experience in an integrated police environment would be an asset • Ability to obtain and maintain a RCMP police security clearance. Working under the direct supervision of the Outreach Supervisor - GIET, these positions will be responsible for: • Assisting the Outreach Coordinator - GIET with the development of individualized case management plans, including identifying resources to support the client • Building strong relationships with program clients, stakeholders and community service providers to better advocate for client needs and services • Conducting interviews with clients who may have emotional, physical or mental conditions that may present barriers to communication • Providing input into case management and supervision to clients, including establishing and monitoring short and long term goals/needs, and outlining client obligations/accountabilities • Participating in case management meetings with community partners to coordinate service, share information and problem solve to enhance overall client service • Promoting public awareness of the program and participating in the delivery of educational services by conducting presentations and information sessions with various stakeholder groups • Working with GIET Officers to develop and implement intervention strategies for gang involved individuals • Developing and implementing case management strategies for individuals who want to exit the gang lifestyle • Compiling and inputting client profile summaries using police databases to determine program eligibility and risk levels • Completing client assessments to aid with the development of client case management plans • Providing information on available resource services and make appropriate referrals • Assessing on-going needs, providing practical support and appropriate crisis response to clients and their families and/or friends to help deal with issues stemming from the client’s gang involvement • Maintaining client case files, updating information systems and preparing reports, as needed • Other related duties, as required We are looking for enthusiastic self-starters who can work under pressure and stress with the ability to handle crisis/intervention with the following qualifications: • Bachelor's/Associates degree in a Social Science discipline (i.e. social work, criminology, psychology) • Minimum 2 years experience in a justice, educational or social service setting that involves working with high risk populations including those involved in gangs or the criminal justice system • Knowledge and understanding of the BC gang landscape would be an asset • Ability to work with high-risk clients and families facing challenges which may occasionally involve exposure to unpleasant dealings with angry, abusive or abused clients and/or exposure to hazards from working around volatile family members • Ability to communicate in an appropriate manner orally and in writing • Ability to use Excel to extract and analyze data • Ability to effectively use standard computer applications • Ability to be flexible and work evenings and weekends on short notice may be required • Ability to obtain and maintain a RCMP police security clearance.
