Criminal Record Review Unit (CRRU) – Victoria Region
Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to process and conduct checks in support of the risk assessment process to meet legislative requirements of provincial and federal acts.
Reporting to the Team Coordinator, this position will be responsible for:
- Reviewing and analyzing detailed investigative reports within the CRRU database to assess the recommendations to provincial clients regarding risk of suitability
- Producing an analysis of available information from police systems (CPIC, PRIME, PIRS, PROS, etc.) about applicants, enabling client departments to accept or reject them for the specific function they have listed on their application. The analysis supports provincial departmental efforts to prevent the infiltration by criminal elements who may seek to further their enterprises or engage in other acts that may threaten public safety
- Communicating with law enforcement agencies to confirm findings and seek approval to utilize the information found within the police systems
- Managing sensitive and potentially contentious issues and escalate where appropriate.

- Post-secondary diploma or degree in a related field (i.e. Public or Business Administration or equivalent) OR a combination of education and related experience may be considered
- A minimum 5 years of investigative experience as a sworn police officer working within a law enforcement environment
- Working experience data mining CPIC, PRIME, PIRS, PROS and other law enforcement databases
- Knowledge of BC Provincial Statutes
- Knowledge of the Criminal Records Review Act, the Criminal Records Act, the Security Services Act, the Youth Criminal Justice Act (Canada), the Criminal Code, and working knowledge of the Freedom of Information and Privacy Act
- Strong working knowledge of the British Columbia Guideline for Police Information Checks (BC-PIC) and information sharing
- Intermediate knowledge of Microsoft Word, Excel and Outlook
- Intermediate knowledge of Adobe Acrobat
- Strong data mining skills using multiple police databases
- Accuracy and attention to detail
- Strong organization skills with the ability to respond to changing priorities and manage multiple tasks concurrently with shifting deadlines
- Strong interpersonal skills with the ability to work independently and/or within a team, in a high-pressure environment
- Demonstrated ability to maintain confidentiality, tact and diplomacy

- Demonstrated ability to use sound professional judgement when analyzing numerous law enforcement documents to determine the relevancy in assessing safety / risk to children and vulnerable adults.

- Ability to apply critical thinking skills to accurately summarize and collate relevant information gathered through multiple police databases
- Ability to evaluate collated information against set criteria and/or interpretation of Acts, Legislations and/or Policies

- Ability to adapt to and work effectively within a variety of diverse situations and with diverse individuals or groups
- Ability to obtain and maintain a RCMP security clearance. Candidates with an active RCMP clearance would be an asset.

Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate for the Manager, Human Resources position, to assist and advise the Senior Management Team in providing overall human resources guidance and support to the organization.
Reporting to the Performance Officer (Inspector), this position is responsible for:
- Partnering with Senior Management and Line Officers on organizational structure and staffing plans, supporting organizational structure change, and advising on position design to drive role clarity
- Leading the implementation of human resource programs and initiatives currently in development, managing all core programs and services, and continuing process improvements to maximize the effectiveness of the HR team
- Managing the development and implementation of HR policies and programs at the OCABC/CFSEU-BC
- Participating in the development of organizational objectives and strategic planning in relation to programs and trends in HR management
- Keeping up to date with the Employment Standards Act to ensure compliance and remaining current with Act changes to ensure HR policies and procedures are compliant with BC regulations
- Completing analysis of Job Evaluation Process (JEP) requests and provide recommendations to the Job Evaluation Committee (JEC) for decision
- Liaising with third party benefits carrier and broker for all benefits inquiries, budget inquiries and renewal negotiations
- Researching and recommending benefit plan options during collective bargaining
- Maintaining fulsome records of all employees’ information to assist the Director of Finance with the monthly and yearly forecasting as well as the overall CFSEU-BC budget
- Overseeing the administrative HR services for the RCMP and municipal secondments working at the Agency
- Overseeing the recruitment, selection and retention process for the OCABC/CFSEU-BC which includes OCABC civilian and sworn member employees, RCMP civilian (Civilian Member and Public Service Employees) and sworn members (Regular Members) as well as Municipal secondments
- Providing guidance, advice and recommendations on strategies and approaches to planning, police resource allocation and ongoing management and administrative issues to Senior Management
- Delivering presentations to new Board members, government and other agencies on CFSEU-BC/OCABC structure
- Liaising with the Professional Standards Officer for investigating harassment and sensitive conduct complaints
- Investigating and follow up on internal and external complaints in order to advise on the correct disciplinary process to address disciplinary issues and policy breaches
- Providing guidance and recommendations in the administration and resolution of labour relations issues
- Interpreting clauses in collective agreements and apply them to ensure effective and informed decision-making
- Participating in grievance resolutions before proceeding to arbitration
- Preparing and providing training where applicable on assorted labour relations matters such as collective agreement interpretation and application, discipline, and effective conflict resolution
- Supporting management by providing professional advice on rights and responsibilities under collective agreements, pertinent legislation and corporate policies
- Advising managers in subjects of culpable and non-culpable matters and makes recommendations on appropriate outcomes or resolutions. Liaise with legal counsel as required.
- Responsible for overseeing the payroll process for over 250 OCABC employees overseeing the OCABC payroll function and interpreting policy and approving final payroll transmissions
- A bachelor’s degree in Human Resource Management, Business Administration, Commerce, Arts, or a related field. A combination of experience and education will be considered.
- Chartered Professional in Human Resources (CPHR) designation
- Completion of compensation-related courses and/or a designation would be an asset
- Completion of Professional Standards courses and/or training would be an asset
- Minimum 10 years of relevant Human Resources experience, with a minimum of 5 years in the policing sector
- Minimum 5 years of supervisory experience
- Solid and diverse Human Resources / Staffing background
- Experience and background in labour relations, collective bargaining and contract interpretation
- Experience with performing higher-level functions, such as HR advising, interpretation of Employment Standards Act, job evaluations and dealing with employee relations
- Experience managing an HRIS system
- Experience with HR metrics and reporting requirements for CFSEU-BC would be an asset
- Knowledge of RCMP systems, programs, rules, regulations, policies and procedures would be an asset
- Sound knowledge of the BC Employment Standards Act (ESA), Canada Labour Code (CLC) and relevant case-law
- Sound knowledge and understanding of human resources management principles including recruitment and selection, labour relations, compensation and job evaluation

The Organized Crime Agency of BC (OCABC), on behalf of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC) and the Integrated Homicide Investigation Team (IHIT), is recruiting an enthusiastic, self-motivated candidate to assess criminal intelligence data and provide strategic and tactical analysis support to the Integrated Gang Homicide Team (IGHT).
Reporting to the IHIT Criminal Intelligence Analyst Supervisor and IGHT Team Sergeant, this position will be responsible for:
- Working within an integrated environment at IHIT to investigate select project-based organized crime related homicides
- Determining, designing and developing data collection strategies, techniques and methods used in the intelligence process
- Researching, evaluating, interpreting and analyzing information to identify criminal trends and patterns and to develop tactical, operational and strategic intelligence products
- Preparing reports to identify and/or illustrate criminal group/individual associations and criminal trends
- Conducting tactical, operational and strategic analysis for judicial purposes, including providing explanations of intelligence products and defending analytical judgements during witness testimony in court
- Participating in presentations, meetings and working groups as a criminal intelligence resource, and contributing to the development of new analytical methods and approaches
- Establishing a network of internal and external contacts to identify criminal trends, collaborate on joint projects, exchange information and conduct intelligence analysis
- Communicating and presenting analytical findings in various formats to inform management and operational personnel
- Mentoring junior analytical positions, this includes providing guidance for analytical techniques and best practices

- Completion of a Bachelor’s Degree from a recognized university, with specialization in Economics, Statistics, Sociology or field related to the position;
- Minimum 3 years of recent experience (within 5 years) in intelligence analysis (in at least one of the following: crime, tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers;
- Minimum 3 years experience working in a police/law enforcement environment;
- Minimum 3 years work experience researching, analyzing and evaluating information, and preparing written reports or presenting material to decision makers;
- Experience conducting open source/social media research;
- Experience with analysis of communications and tracking data, which can include Call Detail Records, Device Extractions, Transmission Data Recorder or Tracking Warrant data;
- Experience using analytical programs and databases including; i2 Analyst Notebook, iBase or specialized mapping software would be an asset;
- Experience in Major Case Management, including knowledge of disclosure guidelines would be an asset;
- Extensive knowledge of the BC gang and organized crime landscape would be an asset
- Strong communication and organizational skills, with the ability to manage multiple tasks concurrently;
- Strong interpersonal and teamwork skills with the ability to work with minimal supervision;
- Ability to successfully complete the National RCMP Test for Intelligence Analysts may be required;
- Ability to travel domestically and internationally;
- Ability to work flexible hours on short notice is required;
- Ability to obtain and maintain an RCMP Top Secret police security clearance. Candidates with an active RCMP clearance would be an asset.
